The 6 July 2026 change was more than a switch to a new application channel. It followed a Cabinet decision on 1 July 2026 to place the OSC under KESUMA, after the previous arrangement had faced concerns over backlogs, bureaucratic processes and inconsistent procedures.

The process has also become increasingly digital. On 22 August 2026, KESUMA announced that foreign worker recruitment applications would be processed fully online through FWCMS, removing manual submissions and walk-in applications.

However, moving the process online does not remove the underlying requirements. Employers must still meet the relevant eligibility, legal and regulatory conditions before their applications can be approved.

What Is eQuota in FWCMS?

eQuota is the FWCMS module employers use to apply for foreign worker quotas. Through the system, employers submit their quota applications for government verification and approval.

Before submitting, check that:

  • company and employer information is correct;
  • the number of workers requested is accurate;
  • the selected sector and job details are correct; and
  • supporting documents are current, readable and relevant to the application.

Once everything is in order, submit the application through FWCMS eQuota.

Step 8: Monitor Your Application and Attend an Interview if Required

After submission, monitor the application status through FWCMS.

An interview may be required as part of the review process, with interviews scheduled through FWCMS according to the OSC’s processing capacity. If an interview is scheduled, follow the instructions provided and prepare any requested supporting information.
